Round 2: This House believes that "non-state" territories and districts in the United States should have a vote in Congress.
Round 3: (case) Jon is the director of a small college forensic program. Each year, Jon hosts a speech tournament which includes all the standard events and debate. In the past, the tournament has been well attended. However, the last two years have been disappointing. The tournament has not drawn enough entries to cover the expenses. This year's tournament does not seem to be any different. While the competition has been great and those who have attended have had a wonderful time, there are some events with two or three people in them. Jon is frustrated because the awards are the most expensive part of the tournament and he won't be able to give away several due to lack of students in some events. Shortly before the awards ceremony, someone makes a joke that Jon should just sell the remaining trophies to whoever wants them. Jon knows that some schools need to justify their existence by winning trophies. If he sold half of the remaining trophies for $5 each, he could break even with the tournament expenses. Any extra money he earned would be put back into his program. Jon has a good idea what schools could do with the purchased trophies, but he also has his own program to look out for.
In this case the Government team must support the statement: Jon is ethically justified in selling the extra trophies.
